Shipping bill
Any international exporter who wants to transport his merchandise to overseas or foreign market should undergo custom clearance process. custom clearance is the first step in exporting of goods, without which cargo cannot be sent outside the country. Customs clearance formalities for goods meant for export have to be fulfilled by presenting a Shipping bill and other related documents to the Export Section of the Custom Houses or EDI Service Centers.
Appropriate orders for examination before shipments are allowed to export, are given on the Shipping Bill. The Customs staff in the docks/cargo complexes/ICDs examines the goods meant for export on percentage basis, and allows shipment if there are no discrepancies, misdeclarations etc., and no prohibitions/violations come to light.

step 1. Registration at ICEGATE
The exporter’s IEC code should be registered with EDI. One can not file the documents online without being registered. Thus, in order to enable for filling online Shipping Bills and Bill of Entries and other documents one is required to have a registered ICEGATE ID.
a. How to get registered at ICEGATE?
log on to ICEGATE website www.icegate.gov.in and click on the
registration link on the home page or follow the link services register and fill up the registration form providing all the
details required in the same.
b. For what all Customs Ports can I get registered?
Users can get registered at all the EDI Customs Ports with a single registration at the ICEGATE. for list of ports check the customs locations box on registration page at www.icegate.gov.in.
step 2. Apply for shipping bill at ICEGATE
Apply for an export shipping bill to the Customs Service center. Exporter should provide clear scanned copy of invoice and packing list for filing of shipping bill. Indian Customs Electronic Gateway provides online service to apply for the shipping bill.
Submission of Declaration- Those intending to file the Shipping Bill will have to present at the Service Centre a declaration in the prescribed format signed by the exporter or his authorized CHA along with the copy of Invoice and Packing List.
Step 3. Verify checklist before generating shipping bill
Before issuing the final shipping bill, the customs at ICEGATE sends a checklist to the exporter or the custom housing agent. On completion of data entry at the service Centre, a “Check List” is generated which is handed over to the Exporters or Customs House Agents.
The exporter is required to verify the correctness of data and if any error or mistake is detected, they should inform the Service Centre operators who makes corresponding correction in the data. the CHA then informs the customs service center to generate final shipping bill.
Note: verifying the checklist details is important to prevent any misdeclaration in the shipping bill. No changes can be made by the exporter, once the final shipping bill is generated. so the exporter or the CHA should should verify the checklist in detail.
step 4. Generation of shipping bill number
The verified details are submitted to the EDI system by the service center. This system issues an automatic shipping bill number, endorsed on the checklist.
step 5. Assessment of the consignment
Assistant Commissioner evaluates a consignment in case the value of exports exceeds INR 10,00,000, or contains samples worth more than INR 20,000 or the drawback amount exceeds INR 1,00,000.

The exporter can check the status of the shipping bill with the service center. In case of any query raised, the same needs to be replied by the exporter through the center.
step 7. Let Export Order (LEO) is issued by customs
After completion of the process, the required original documents are submitted at the docks. ‘Let export’ order is issued and exporter receives the hard copy of the shipping bill.
step 8. Issue of Shipping Bill
After the “Let Export” order is given, the printout of the shipping bill is generated. The examination report printed on the shipping bill is to be signed by the Appraiser, Examiner as well as the customs house agent/exporter. The name and licence no. of the customs house agent should be clearly mentioned below his signature.
